How are HEIC pages laid out in the PDF?

Each photo is a page. The page size follows the image aspect ratio, with the long side capped at A4 (842 pt) so the file opens reasonably in Preview or Acrobat. Nothing is letterboxed onto a blank A4 sheet.

Why is HEIC to PDF not free?
